This paper analyses the characters of E-Government portal and a XTM based E-Government knowledge navigation system model.

Focusing on the problems on effectiveness and efficiency of current navigation system, this paper analyses the characters of E-Government portal and a XTM based E-Government knowledge navigation system model was proposed. Association measurement and authentication control mechanism are imported to the system which can implement navigation control, reduce the search space, improve the search efficiency and provide comprehensive and personalized navigation service. The results show that the system has a good effectiveness and efficiency of navigation.
