In order to provide a starting point for discussions, the following proposal is offered as a strawman with the intention of establishing a “low bar” for what a topic map constraint language should be able to express. It requires the definition of six public subjects, and uses topics and associations as “templates” (in the sense of “cut-out patterns”) for expressing constraints.
